Long neck/low set clavicles is a feminine trait, doesn't look good on men, I'd know since I'm stuck with it myself. Obviously this literally deformed guys mini neck looks terrible because he's deformed, but a short, wide neck with broad shoulders is ideal on men. It also compliments the shoulders because the traps are at a flatter angle.
