That's not what's said in the Quran, it's a universal rule that a man can take up to 4 wives.

Only those who are rich can afford multiple wives in the countries where this is allowed: these are politicians, local leaders, businessmen, celebrities, etc...Once you get a new wife, you have to take care of her family too - her parents, her brothers and sisters, etc. Many simply quit their jobs and just expect to support them and they will constantly ask you for money, food, things, favors, etc.
Some will even move with you in your house, so besides getting a new wife, she'll bring with her a dozen or two of people to live with you, you better have a big house to support all of them!
