Depends, e.g jet black hair gives a lot more contrast paired with light eyes than brown eyes

It would be if the roots were lighter, but in this case, those highlights were caused by sun exposure, not genetics. "Dirty blonde" isn't a specific color; it's a look that can be achieved by dyeing hair or spending time in the sun. It would be light brown if the roots were light brown, but his roots are very dark
