Probably a mix of multiple factors so I'd say both. I also don't think their IQ is as low as it's made to be, it would be higher with proper development

China is notorious for cherry-picking, consider that In Beijing only the top of the top students take the GCSE exam, now consider that in England every shit-hole village takes the same exam. Now you compare the scores and the Chinese are ahead...

Also consider that all the immigrants are often children of smart people as well, there's a bias again.

The Chinese aren't that genetically different from other Asian countries, they are cherry-picking their scores.

So the scores depend not on race, but the situation of how the immigrant arrived in U.K.

High-skilled labor -> High scores.

Asylum seeker/low-skilled labor -> Low scores.

High-skilled labor example is physicist, any type of scientist, journalist, etc... All types of countries go here.

Low-skilled labor example is truck driver, prostitute, contrusction worker, etc... Typical Eastern European immigrants.
