Just got told I look 15 when I’m 18 is this bad ?

Today, when I was at the DMV, some fat white lady decided to guess my age, saying I was 15. I told her I was 18, and she was surprised, saying I look very young. For reference, I’m 5’11 and not muscular. Is it because I have no facial hair? I’m guessing it’s time to grow a goatee and hit the gym.
