I think what he means is a lack of development, meaning he is 20 but looks closer to 16. Thou looking younger in the long-term is a social and mating advantage, it sucks when your young. Because he is 20 around adult age men and women they may not see him as a peer or a equal and distance themselves from him when it comes to social and mating affairs. And if hes at college the only women that would be interested in him are highschool girls, but he is no longer in that environment.

hes physical develop is falling behind hes life stages, aka in college he looks like he is in highschool, and probably in highschool he looked like he was in junior high, etc. Once he leaves college hes gonna be around more adult situation but people will see him as a college student.
