I’m a bit confused abt this. To be able to lean max you have to be in a calorie deficit but if i want to be 70kgs as I am now, how could I lean max. Stay the same weight and, put on muscle. Or should I go up in weight. Train there until i get more muscle mass and lean down to 70kgs after. But if i cut down to 70kgs from like 72 or so. Wont i loose that muscle that i made from bulking up?
 
I personally don’t lose any muscle when I cut. For most people I’m guessing the muscle lost from a cut will be less than the muscle gained from the bulk so you will gain muscle mass overall.

If you are above 15% body fat then cut. Not rocket science.
