Some people with completely recessed bones have very defined faces (Al pacino, James Woods)
But yeah, you need good bones to look good lean. But Al pacino or James Woods would look worse with fat on their faces (they wouldn't be as charismatic on screen)

You lack the bonemass in your lower third which results in short ramus and vertically short+not wide chin. So the skin isn't stretched wide enough and results in a "bloated" look even when youre pretty low bf. I have the same issue

Nvm ramus not short, but from the front you have a vertically short chin (even though it's a bit square so doesn't completely failo you). Also chin doesn't look as forward grown. These issues kinda cause you to have a "rounder" face at low bf%. If you can get someone to morph you with slightly wider and taller chin, it would also help with your harmony.
