The ROI is non existant. Most young and educated/wealthy people are fluent in English. The internet, science, business and tech world is completely English.

Russian and Arabic are simply to different and difficult.

Out of every foreign language Spanish/Portuguese has probably the highest combined return due to being easy and their similarity.
