Africans rarely play chess. The board game that is played commonly is checkers. Chess culture barely even exists that’s like saying Americans are low IQ since the majority of people who dominated the chess world were part of the USSR, and Fischer momentarily stopped the dominance.

Education was even more common in Africa than in Europe before you mayocels invaded. Look at Timbuktu University in the 13th to 12th century, Al-Azhar University, and such.
