Just like any online game, there will always be the "bots" which purpose is to give you the illusion that you are not the only one playing. Even though they are easier to spot anyway. Is the same with Earth. The NPCs have always existed since the beginning. They are part of the matrix/simulation and have no consciousness/soul. They are just a sentient bag of flesh basically.
When a game stops being popular either because of people getting sick/bored of playing it or due to the game becoming worse, you will now encounter more and more bots and less players in the game. That's the case of Earth. Real humans are almost gone and now you are mostly among NPCs.
The thing is these bots/NPCs actually want you to leave the game. They have been re-programmed to do that since WWIII. They want you to never come back. In the New World Order, real humans will be replaced. That's why there's no hope for humanity anymore and I believe the life we believe to experience is just a simulation, made with extremely advanced technology from other dimensions.
