There are many fully north african people who have light coloring and features similar to europeans. But things like colored eyes and hair, like the straight light brown hair this dude has, are just not in the north african gene pool. These features are very common in north africa because white people have been trading and dealing with them since long before jesus was born. Somewhere in this mans ancestry is a european, or more likely multiple europeans

bro you understand that colored hair and eyes are gene mutations right? theyre definitely existent anywhere in any ethnic group but theyre a lot more common in european. i have a moroccan friend whom is a berber and he has blue eyes and blond hair. he is the only one in his family with this coloring. why? because its a gene mutation. they happen. personally i have the recessive gene for brown hair even though everyone in my immediate family has black hair
Yes it is a mutation, at least originally when it appears in a population. However, to have a random genetic mutation for both colored eyes and light brown hair, is such an astronomically small chance. The europeans have these genes as stable genes in the gene pool because they have been inherited by large amounts of the population. However, the north africans do not. It is possible, of course, for a north african to have these mutations. But to have it become a part of the gene pool it would have to spread quickly and as of yet that has only happened in europe because of the incredibly high amount of recessive genes and gene errors that occured in the european populations.
yes its true that it varies per ethnic group. europeans have the highest concentration of these gene mutations hence why white people often have colored eyes and hair. like you say, its rare that ethnics will have these genes. some may have it because they have distant european ancestry. when you breed with a white person you simply increase the chances of these gene mutations being inherited by your offspring but its not guaranteed because genetic recombination is at play here. but you should also realize there were ancient iranian groups whom were known for having red hair and grey eyes. they were not european but europeans descend from them as gene flow research shows that people migrated from central asia/south asia towards europe.
