There are many misconceptions about the dimorphism of the perioral or lip area.
1) Size
Contrary to what most people think, males have larger, fuller lips than women.

2) Width
This one is well known. Males have wider palates than women, and thus wider lips.

3) Protrusion
Another aspect that is misunderstood. Males have more protrusive lips due to longer palates, and women less protrusive due to shorter palates. When people see a guy with protrusive lips and think he looks gay, it is almost always because his mandible is not proportionally long, and thus his chin looks weak. See Meeks as an example:

#4: Cupid’s bow
Males have broader Philtrums at the Cupid’s bow points, and thus have more defined Cupid’s bows. This is due to wider central incisors.

The biggest reason some people see full lips as feminine is due to lip color, not size. Males have darker skin than females, and thus the redness of the lips appears less noticeable, and the lips are darker. The opposite is true for females.

#6: Position
Another reason people see large lips as feminine is the dimorphism of lip position. Male lips may appear smaller in proportion to the lower third due to the fact that males have longer chins and alveolar process of maxilla (philtrum). This makes the entire lower third longer relative to the rest of the face, and thus the lips, at any given size, look smaller on the male than female face.
Brock Lesnar’s lips are just as large as Margot Robbie’s, but the rest of his lower third is much longer, making his lips look smaller in proportion:
In summary, male lips are larger, fuller, wider, more protrusive, darker/less noticeably red, wider at the Cupid’s bow, and smaller in comparison to the lower third.
