i suggest creating a new forum section called "ANYTHING GOES, NIGGERFAGGOTS"

and in that "section", it will basically be a off topic where advertising is allowed, and almost anything is allowed, except for spam - violence - gore - and illegal stuff

or, maybe, instead, just allow advertising in the off topic section (this would create the same thing) however maybe make a rule that says, only "ONE" advertising post/comment is allowed in off topic per day

then if someone breaks that rule, give them one 3day ban where you say "only one self promo comment/post is allowed per day" . then perma if they break rule again
