I would expect so since they make eyelashes look longer. Longer lashes add "character" to the eyes. My eyes are hooded with very little UEE but longer lashes halo my eye area quite a bit.

I considered buying these but then I read somewhere they might be bad for your eyelashes in the long term so I´ve strayed away from them.
