its literally just whether or not you have a critical mass

if theres like 1-5% blacks anywhere they act pretty normal but once you get a high enough number of them together in one place they revert to niggerdom and start turning wherever it is into mogadishu

its literally a studied phenomena that if the number of black students in a school is low enough blacks act like whites with just slightly lower IQ and the black students do better than their counterparts in black schools but once the number hits like 15% or something the school is doomed and everyones grades get way lower including other races (this is regardless of funding which isnt correlated with test scores plus black student get higher per capita spending anyways in the US)
