when you meet a girl she gotta be crazy for you the moment she sees you otherwise its not gonna work. im saying this from experience EVERY girl i met wasnt super excited when they saw me and eventually they just ghosted me.
you cant build attraction sadly. if a girl doenst like your looks much then your personality wont compensate for it. you need to be her "type". there is a negative predisposition when she doesnt find you attractive. she wont ask you questions, wont particiapate in the convo, wont pay attention to what you tell her etc.
