lower bleph vs fat reposition + graft vs lower bleph + fat reposition ?

in the situation where you have lack of volume directly under your eyes but also minor eye bags that would require a bleph can someone tell me what the difference in procedures would be? Does it depend on what the eye bag is caused by? For example, if its just excess bulging fat in one area and you want to get a fat graft anyways then you wouldn't need a bleph but only fat reposition + graft since that fat most likely won't be enough? What situation would call for a bleph + fat reposition + graft or does that not exist? If you're getting a graft already does it make sense to ever just do bleph + graft and not fat reposition?

I am a bit confused on what combo to get as i have eyebags and need some fat added to the area can someone explain this in detail please.

Also what is the reason that everyone says you don't need a bleph if you're below 30, it doesnt make any sense to me because if you have the falio that can be fixed no matter what the age what difference does it make should you just keep the falio until your old and it gets even worse cause i don't understand the reasoning if you actually are a candidate.
