Iโ€˜ve read the full executive order, and it clearly states that it is an annual fee for new applicants AND re-entries into the US. This tweet contradicts both.

Can they just change the contents of the signed document?

That is what people thought but the white House secretary later clarified all of this in a press release.

White House press secretary Karoline Leavitt, the $100,000 fee applies only to new H-1B visa petitions and is not an annual fee. She emphasized that this fee is a one-time charge per petition and does not apply to current visa holders or renewals.

If it doesnโ€™t apply to renewals you can pretty much stay indefinitely, although you are essentially owned by the company you work for.

Still, 5 years working in America is worth a lifetime of wageslavery elsewhere and can retire you.

Very odd. Because the executive order itself is in line with what was initially reported.

I just read through it. I think you are talking about this section.

Section 1(a): Entry of H-1B workers is restricted unless their petitions are accompanied by a payment of $100,000.

It does not say this is an annual fee. The restriction applies for 12 months from the effective date (Sep 21, 2025) but that's about the restriction period, not the payment frequency.
