Everyone's using the lip as a barometer for chin projection it seems.

Honestly you can only determine hyoid quality when you are lean and when you have proper tongue posture as that forces the hyoid up even higher.

However the way your submental seems to sit it honestly seems more like a fat issue than the above, you really need to get leaner if you want to look better.

Basically what you want to hope for is a hyoid which runs at least paralel to the top of your head or one that runs paralel to your jawline as that is when it will allow your bones to properly show.

You only want to consider surgeries after losing body fat, if you still have that submental region you would want to get work done on your hyoid or a liposuction if it is fat over a genio. However if it is defined and you think it could look better a genio would make sense

1st. SPLINT in South Koren
2nd. Asymmetry correct in India
3rd. Genioplasty wherever I need it
4th. Ptosis correction

If I'm not good looking after this, fuck it. Least I can say I tried by the time I'm into my 30s.
