Is there some kind of makeup that could basically glue my eyebrows to a set position?

My medial brow hairs grow in the wrong direction

Yeah eyebrow setting gel it’s called. I use it daily

Aquaphore works super well for me
 
The problem with that eyebrows setting gel is that some flake and it looks bad. Get a one with a small brush so you will be able to control with more cleanliness. You can try a tinted one as well. If your eyebrows are black enough then get a clear one
