Making friends with random people

Do you think it can happen, like let's say you see a guy on the street and say to yourself: "Hey, that man would make a great friend! Let me introduce myself to him...". And then you go to him, chat, invite him to dinner and other stuff.
I mean this can easily happen with a girl, and you can start a relationship with her, but what about with a guy?

When I was a kid, it was perfectly normal to talk to other kids and play with them, even if I didn't know them. There were plenty others playing outside you could easily approach them and join them. If you had a ball or some toy, you were immediately approached by others.
In the park there were benches were people played chess, backgammon, card games, etc., you could easily join in, or if you arrived with a chess set, backgammon board, etc., others would approach you and wanted to play.

For some reason, our society does not allow this sort of thing. If you are on a college campus with thousands of people you can go ask someone to come to your party or hang out or whatever and its not seen as weird. But if you were to go ask someone on the subway if they want to hang out, theyd think youre a nutjob. I dont why, i dont make the rules for the world, but for some reason thats how it works. It seems like you have to already be in a setting like work or school for it to be acceptable
