Making own RU58841 scalp lotion in country where no one sells it

In the third world shithole I live in no one sells RU58841, there are people in forums saying that they can't get it and that if they try to buy it from abroad the package gets returned to the seller by local customs. Since I can get into the country anything I want I was thinking about selling RU58841 but not in powder form but as a lotion. Is just buying the powder and mixing it with apt for human comsumption ethanol (alcohol) and propylene glycol enough to make it avaliable for regular sales?, do I just mix all the compounds myself or do I need some special kind of machinery to actually make the lotions by mixing the components?

Those aren't roids niggah wtf, people say you can just mix the RU powder in a minoxidil lotion bottle and use it that way.

Mixing will dissolve the stuff but you cant really garunyee a uniform concentration (if your gonna sell it)

Its very easy to mix yourself you just need a 0.01g scale and a pipet that shows ml marking you dont need special kind of machinery im not sure how it works with premade lotion but it would be pretty easy to figure it out with ai

I think the only concentration that matters is the amount of RU you mix in the rest of the components, I need to reserch how much of each of the other components I have to use. I'd be using the regular 50mg RU / ml dosage (5%).

Would I need to add some kind of preservative to the liquid or is the ethanol (alcohol) enough for it to last and not get bacteria growing in it?
