I guess it just depends on how you look at it. If one think early 20's women look like teens because women already look like fully developed adults at around 18 vs. thinking men still look like teens because they still don't look fully developed by their 20'si don't mean that women mature slower, moreso that late teens like 17 and 20 for girls don't look much different from each other due to neoteny and foids completing puberty earlier, whereas a guy at 20 something vs 17 will be taller, more facial hair, will complete devoloping his masc dimorphic traits etc outisde of late bloomers.
that being drinking, tanning or partying, makeup etc might make a foid look more busted/old than the guys at same ages but i don't really take non-natural factors as serious, i would rather compare shut ins.
what i'm saying is foids complete a lot of their critical devolopment at late teens already
Perhaps it would be better to specify with the terms adolescent and teen. With the latter specifying more so a set set of numbers whilst adolescent a period in development. Early 20's women can pass as teens but rarely ever pass as being adolescent. Whilst early 20's men can still sometimes look a bit adolescent but are clearly very distinct from males who are specifically teenaged
