Would be in a violation of the 1964 Civil Rights Act. All you'd have to do is enforce meritocracy in the workplace. Women who get by based off their looks get fired. In every industry except customer service and healthcare, men would be 70-80% of the workforce.

It's not about people's values or beliefs because those are the effect of people's circumstances and environment, not the cause. Development and technology both 1. determine people's attitudes, all the way from the laws that are made to people's desire to have children, and 2. slow down birthrates, everywhere on the planet. Development and technology has the real power, not us anymore.

And it's the lifetime cost of children that stops people at 1 or 2. You would need not just free childcare but free college and a bunch of other things as well.
