Because none of your photos have neutral lighting (i.e., mix between bright and dim). They are also at weird angles, which makes Marlon unironically look worse in this one because it accentuates his narrow forehead.

Eye color does add to strikingness so its completely valid to take into account, Marlon actually has good coloring as well (especially in the pic I sent). Physique has nothing to do with a face rating, but what I really meant was that if you don't isolate the face its becomes a contest of who's picture is better overall.

Both are chads imo. Devon's side is godly whereas Marlon's is nigger tier. Devon just has better bone structure overall.
