Yes you can. Just use 4% hydroquinone until you get results (not more than 4 months) then take a break for 4 weeks and continue using if you didnt see results.
Then to maintain those pink lips, you need to always cover your mouth with uva protected mask and an spf lip balm
Exfoliate your lips 2 times a week and use vaseline at night.
Use gentle lip lightening creams 2 to 3 times a week to maintain results for life.
Creams that has kojic acid, alpha arbutin, niacinamide, retinol as ingredients. And are specifically made for lips...

Use a lipbalm with a red tint when going out or when you will be seeing and kissing a girl.
Make sure the lipbalm taste good and have a decent oral hygiene/dental care routine.
