recessed maxilla isnt the end of the world unless its an extreme recession, you can work on other things for cheaper and highlight them to defer attention to your maxilla

Go to a great orthodontist; they'll explain and show you everything. You can't influence it much on your own (like proper breathing, tongue positioning, diet, and so on). To choose a great orthodontist, visit SEVERAL at once, not just one. Listen to everyone's opinions and then decide for yourself (or with your parents).

It literally ruins my whole face cuz i dont have upper lip support,nose has a hump because of it and i have poor infras

Bro, the best thing you can do now is go to an orthodontist. The whole treatment will probably cost a lot of money, but you won't regret it.
