Medial canthus

so ive had some problems with my face (insecurity blah blah) and my eye area looked horrible and i looked up some ways to fix it and i came across the medial canthus, apparently i have a short medial canthus? i was wondering how to cut it without a razor blade bc for some reason shops nearby dont sell it
