I know that hair won’t cure it but which one disguises it the most? We know that hair can be used to somewhat hide failos.

The only way to change ES ratio with hair is covering your zygos with long curtains

The aesthetic effect of IPD is not really about the absolute distance between the pupils. It's about the ratio between the absolute distance between the pupils and the bizygomatic width (essentially width of your face). So change the width of your face to harmonize this ratio. For the low iq, here is the spoon fed version:
If your IPD is too narrow, then keep the side short.
If your IPD is too wide, then grow out the sides.
Of course these are only masking strategies. To fix IPD surgically is impossible.
