Wear a helmet that has a heavy-ass weight glued to the top of it. Note: ensure the weight is exactly centered over the center of gravity of your head or else you’ll get neck muscle imbalances from using this method.

Won’t this be hard to balance, you ask? Yes. That’s the point. Your neck muscles exert forces to balance your head.

The weighted helmet makes your neck’s muscles work hard to stabilize your head. Wear it for a few hours every other day, and your neck will mog.

Putting weight on a weak neck probably will cause cervical spine problems, and issues if you turn your head too fast.
But weighted helmet seems interesting for neck training, if you only train with it and not wearing constantly. Using as neck harness alternative is also interesting, because it should be more comfortable.
