Nah that just his perception. He thinks and moves that fast that everyone appears still. He hasn’t actually got the ability to freeze time like Dio.
Omniman is killable because he fights people stronger than him whereas in the movie Megamind they’re isn’t anyone stronger than or on a very similar level to Full power Metro Man.
