It is. Whiteness, at least in Punjabi households like mine, is greatly valued in Pakistani culture as well. Skin whitening creams were commonly used recreationally amongst women in my family (and even some men, secretly). Granted, I didn't know many people who went into the deep end like using extreme skin whitening substances, but it is a hobby for many.

As for the value, well if you have pale skin, you'll be complemented and more respected even if you are ugly facially. You will have people call you Pathan, Angrez (Anglo), Gora (white), etc. even if you aren't any of these things but it's what is associated with whiteness. Pathan being Pashtuns who aren't really that light but they are stereotyped to be quite light skinned in Pakistan. It is considered one of the greatest attributes. A lot of the gossip will revolve around how light skinned someone looks and whatnot.

If you have colored eyes, that's also a similarly praised trait, but this isn't as South Asia centric obviously as people all over the world value colored eyes.
