Depends on where the war is taking place. If taliban tried to go to Mexico to fight the cartels they'd get wiped and vice versa. Knowing the land and having home field advantage really matter here.

Both taliban and the cartels have helicopters and weapons that a regular army would have. Taliban probably has more weapons and more members now too. I'd give the edge to the taliban for sure. If the US military couldn't wipe out the taliban with all their years overseas and the biggest military on earth, the cartels don't even have a chance.

As Organized and Guerilla as the Cartels are they mostly deal with Local threats like neutralizing rival
Cartels etc whereas the Taliban are trained in Assassination combined with Military and Combat Training
skilled enough to take on and suppress most small Nations

At the end of the day Cartels are simply just another Gang like the Bloods,Crips etc only more Organized
and efficient whereas the Taliban are an actual Army with lethal Mercenaries on their Roster
