Basically in the last decade after all what happened with Saddam he started to open himself to the west, UK, France, etc, he even spoke good about Obama and they both shaked hands at an event but his plans were far from those people, still talked against them from time to time like in a UN speech and attacked their agenda so the arab spring was the best excuse to get rid of him once and for all. He also scammed them in regards to the WMDs, his people performed like they had WMDs and in exchange of getting rid of them (unexistent WMDs recognized by British intelligence) they asked for defense aircraft, for which the UK goverment accepted. (Basically he got advanced defense aircraft for nothing, but this is merely a secondary example with not that much importance, just showing the nature of the relationship between them)

And by the way, about the refugees if anyone was worried that was Italy and not France, what happened with France is that part of the presidential campaign of Sarkozy was financed by Gadaffi so they had some kind of economical and i would dare to say "personal" debts with the Lybian leader, it was just not beneficial for the Sarkozy goverment to mantain Gadaffi in power.
