Minoxidil water spray

Maybe I am too low of an IQ to suggest this. But why can't I simply make a Minoxidil spray that simply consists of minoxidil powder and water? Minoxidil is soluble in water up to 2.2 mg/ml. So if I just made a spray that has 1.5-2 mg of minoxidil per ml, that would be better for skin and hair than the standard solutions with alcohol in them.

What about if you add in dmso
