minoxodil giving dry and flaky skin, is this an issue?

ive started to apply about 0.35 ml of a topical minox 5% solution onto my eyebrows morning and night to increase density. i was surprised when this made my skin very dry and flaky since this hasnt happened when ive applied minox to my temples? i was wondering if this flakiness would impact the follicles at all and if i should downgrade back to the 2.5% solution i was using before.

Doesn't impact hair follicles. Switch to 2.5 if your skin becomes irritated, flaking becomes excessive or redness/stinging appears.

Exactly the same here. It's been two months since I stopped using it, and my skin is still dry; it won't go back to how it was before.
