No insults if this is you or your friend, but it’s like his maxilla decided to rotate while growing JFL. The eyes are fine (they are symmetrical compared to bitemporal) but look odd compared to what is below them.

Loose fat,
eat healthy,
work on colouring (easy peasy),
thicker brows,
hydrate lips,
maybe train masseters (you’ll see once you (if you are him) loose fat if its good or not),
Grow eyelashes,
Change hairstyle (according to what your face will look like post fat-loss).

There might be potential. Priorities: loose weight immediately and work on colouring.
