It is all the same guy, actor Mickey Rourke.
He got a face lift, then supposedly engaged in wrestling and combat sports long before he should have, and it fucked up his recovery. I suspect he has had filler subsequent to that they made him look even weirder. And I think the first pic is wig for a movie part.
