But here’s the thing, with how our legal system is set up, just because something is illegal on paper doesn’t make it illegal in practice. For example lots of states don’t have “Romeo and Juliet” laws. Similarly, killing people in a certain matter might be illegal on paper, but if there won’t be charges, then for all intents and purposes such an act is legal.
