Is definitely the pelvic region.

You need to have a small illaic crest, narrow hips with a straight waist tapering down to create a V, and zero love handle fat.

That’s ideal. Most people have shitty pelvic structure ( big hips, waist, fat ect.

Isn't it just have narrow hips and be lean theory? Pretty sure most guys would have it if they were shredded

Most people don’t have narrow hips coupled with such wide shoulders,

It’s also the shape of the midsection leading down to the hips. It’s needs to be straight. Not blocky,

There is no ideal. Not everyone likes skinny waists

Was going to write this, the guy you posted seem to have also very big obliques paired with kinda wide hips so his waist looks like shit compared to the rest of his body. Both laid and seid have very small obliques which of course enchances their small waist.

Sometimes if you have an hour glass shape, you need to train obliques to offset it even if it means a blocky look

Yeah ik they can help to make the waist seem "straighter" instead of more curved like the hour glass shape but that guy overdid it, if you'd morph his obliques a bit smaller his body would look better
