Can MSE and facemask fix recessed midface and horrible undereye support. My lower jaw isn't recessed at all.

Quadrangular Lefort 1 + Implants would be better, but OP wants to do MSE + Facemask to fix recession + narrow palate instead of doing surgery + implants + MSE or SARPE
