If I get a dentist to give me mse will that fix my infra orbitals/eye bags google tells me yes I can’t trust

If you don't use some form of maxillary protraction (depending on your age and whether you're still growing), I doubt it.
 
Good for you. At that age, you could definitely improve your undereye support with MSE and some protraction, like a face mask. However, you have to consider the cost and the fact that you'll have to wear it a lot if you want to see results. Undereyes depend on how far forward, down, or back the upper part of your maxilla is. If you go for it, you’ll likely need at least 2 years of braces afterward. Also, if your bite is fine now, pulling the maxilla forward could cause a bad overjet, creating even more problems. I think if your bite is okay and you don't have an underbite or an edge-to-edge bite, you shouldn't do it—otherwise, you might end up needing lower jaw surgery. You can improve your undereyes more cheaply with BB cream or by trying Volufiline; it might work for you.
 
The thing is my tounge doesn’t have enough space in my mouth on the sides of my tounge there’s like teeth indents from my molars and there also isn’t enough space going forward so my tounge most of the time sticks a little bit outwards my teeth because there’s front teeth on the top of my mouth are leaned forwards so there’s a little space in between my teeth that’s where is hangs a little and every time I notice it I fix it but it just feels weird I have no space.
