Yes frame is higher than muscles in the hierarchy of importance, but muscles still hold value.

If you have two guys with EQUAL frames, the more muscular guy will be rated higher (assuming face is equal).

Plus having low body fat can slightly improve your face as well.

Will muscles make you go from a 5/10 to a 9/10? Obviously not. More like going from a 5/10 to a 6/10.

Expecting muscles to propel you to the highest echelons of attractiveness is completely delusional. Just how chicks think their fake tits, makeup and gym sculpted butt will turn them into a 5'9, PSL 7, Stacy. Yeah it ain't happening anytime soon.
