From 0-18, your parents governed over you.
The years between 18-25 it *seems* like most people are in the same stage of life. Some travel to the same destinations, some go clubbing the same places etc.
By 25 the small decisions that people make will become noticeable, and it was the people capable of self-governance that will reap the fruit of their labour.
