I've known him all my life and we hang out together almost daily.

• And he's 20% body fat

He had a girlfriend at one point because he's somehow super funny and confident (No clue how), but deep down and in private he told me he might rope genuinely.

He says most of his problems can be fixed with surgeries, but their so expensive.

SARPE, LeFort 1, and BSSO should fix all his facial bone issues. It would expand and widen his palate to ideal range (42-45mm) and also would reposition it to make it forwardly aligned. These in theory should fix his eye region to some extent and help his orbital area.

I also recommended him some softmaxxing such as:

• Shaping and cutting his eyebrows to be perfectly even and ideal shape.
• Growing out his lashes to fraud less UEE and less NCT.

As for money, let him try editing for money, or start with reselling. Maybe manage Telegram channels, both his own and others' (producing).
