I am usually a lot more bloated even. I put my face in ice water but it only helps temporarily

If that is you in your avi you have little chin and little cheekbone
Thats probably why u look bloated as your skin sags downwards and you dont have enough chin and jaw width

Now to answer your question, Simple. Just buy a rope and tie the noose around your neck. Your blood vessels will constrict and make you less bloated, hence giving a hollow cheek-like appearance. Hope this helps!
