My doctor refused to prescribe me finasteride

It's a GP that didn't even specialize in dermatology. I told him I've already began the treatment (started with an online prescription) and that I can't stop it. He still refused claiming that finasteride is proven not to be effective (?) and that the risks aren't worth it. Now I'm going to either have to pay for an online prescription again and for the pharmacist to raise her brow when she sees that it was filled by some random doctor in Norway or I'm going to have through the hassle of changing GP for the chance of him / her to refuse the prescription too.
