Honestly the one thing holding me back is my lack of eyebrows im 16 so i cant get hair transplant and im on budget. also eye bags make me look like a dead man this was especially bad when combined with a buzzcut i had.

Then theres nothing to do, you cannot fix undereyes without "surgery" (fillers are not surgery btw), you can try minoxidil for your brows, is probably the most efective thing and you can be sure that it works

Your ipd and eye shape are bad mate, theres no much you can do sadly, even if you improve your brows and eyebags your eyearea will still not look good
