my eyebrows are fucked

i have semi high set thin eyebrows with negative tilt

is there any way to grow them out or some form of makeup to create the illusion??

Yeah try stimulate growth with concentrated microneedling a minimal amount of minoxidil + Castor- and peppermin oil.
If you wish you can ask your barber to groom them to a fitting tilt if they‘re thick enough or just let them grow out.
